World's postal services struggle with lower demand

OTAKI, New Zealand (AP) ? Sandra Vidulich is so excited about the leather boots she ordered through Amazon that she rips open the box in front of the postman and tries them on.

"I looove them," she declares, as the driveway at her tree-lined home in rural New Zealand briefly becomes a catwalk. "They're cool."

For now, a boom in Internet shopping is helping keep alive moribund postal services across the developed world. But the core of their business ? letters ? is declining precipitously, and data from many countries indicate that parcels alone won't be enough to save them. The once-proud postal services that helped build modern society are scaling back operations, risking further declines.

The United Kingdom is preparing to wash its hands of mail deliveries entirely by selling the Royal Mail, which traces its roots back nearly 500 years to the reign of King Henry VIII.

The U.S. Postal Service sparked uproar this month when it announced plans to stop delivering letters on Saturdays. New Zealand is considering more drastic cuts: three days of deliveries per week instead of six.

It's only in the past few years that postal services have truly felt the pinch of the Internet. Revenues at the USPS, which delivers about 40 percent of the world's mail, peaked in 2007 at $75 billion.

But the decline since then has been rapid. USPS revenue in 2012 fell to $65 billion, and its losses were $15.9 billion. It handled 160 billion pieces of mail that year, down from 212 billion in 2007. And it had slashed its workforce by 156,000, or 23 percent.

Elsewhere, the news is just as grim. La Poste in France estimates that by 2015, it will be delivering 30 percent fewer letters than it did in 2008. Japan last year delivered 13 percent fewer letters than it did four years earlier. In Denmark, the postal service said letter volumes dropped 12 percent in a single year.

The Universal Postal Union, which reports to the United Nations, estimates that letter volumes worldwide dropped by nearly 4 percent in 2011 and at an even faster clip in developed nations. Developed countries closed 5 percent of their post offices in 2011 alone.

And while Internet shopping continues to grow, postal services that once profited from their monopoly on letters find themselves competing for parcels against private companies like FedEx.

U.S. Postmaster General Patrick Donahoe, in an interview with The Associated Press, said he doesn't believe the service can ever regain the revenue from packages it has lost from letters. He said axing Saturday mail deliveries, while keeping six-day-a-week package deliveries, will save the service about $2 billion a year.

Donahoe said he thinks ending Saturday letter deliveries will keep the USPS a solid proposition for years to come.

"People still go to their mailbox every day and they wait for their mail to come," he said. "It's part of American life."

And it has been since the beginning. The postal service's role was defined in the Constitution, and Benjamin Franklin was the first postmaster general. The short-lived Pony Express achieved an enduring place in American folklore. Even the modern system of highways and airline travel grew from pioneering routes developed by the postal service.

"It's easy to forget how central this institution was to commerce, public life, social affairs," said Richard John, a Columbia University professor who has written a book on the postal service. "It was once very, very important. Of course, that was then and this is now."

Even now, however, much depends on the post office. According to the Envelope Manufacturers Association, the postal service is at the core of a trillion-dollar mailing industry in the U.S. that employs more than 8 million people.

And for delivering a paper letter cheaply, there is simply no alternative. If rural residents were ever charged the actual cost of mail rather than the subsidized standard rate, John said, the costs would be prohibitive.

The value of the mail goes beyond money in many places, including rural New Zealand. The postal carrier serves as a focal point for the community.

John Lahmert, the postman who delivered the boots, has been delivering mail to farms around the North Island town of Otaki for 18 years. The 72-year-old independent contractor seems to know everybody on his route and doesn't mind stopping for a chat.

Noeline Saunders greets him at the gate, wondering if her citrus trees have arrived. Not yet, Lahmert tells her. Barry Georgeson, a semi-retired farmer, calls out a greeting and wanders down to pick up his letters.

"We don't like change," Georgeson said when asked about the possibility of mail coming just three times a week. But he said he could learn to live with it.

Many seemed resigned to a reduced service.

"I think people can genuinely understand that the world is changing," said New Zealand Prime Minister John Key. "And while some people are still very reliant on the mail, for a lot of people that's a fraction of the way they receive information."

About 7 in 10 Americans said they'd favor axing Saturday deliveries if it allowed the post office to deal with billions of dollars in debt, according to a poll by The New York Times and CBS News.

Some countries, including Australia, Canada and Sweden, have already cut deliveries to five days a week. Others are tinkering with partial privatizations.

Exactly what Britons might expect under a privatized service remains unclear. Some speculate it could mean cutbacks.

Royal Mail's Chief Executive Moya Greene declined to comment for this story: "We're simply not doing interviews about the planned sale," spokesman Mish Tullar wrote in an email.

In policy documents, the UK government said six-day-a-week deliveries and standardized letter prices remain vital but that private investors will provide more financial stability than "unpredictable" taxpayer funding.

While letter volumes are falling in developed nations, the reverse is true in some developing countries. In China, mail deliveries are up 56 percent since 2007, driven by a more than fourfold increase in premium express mail, according to figures from China Post.

Yet people in China are accustomed to having their mail show up late or disappear altogether. As Internet use increases in the developing world, mail may never become as essential as it has been elsewhere.

Not everybody is ready to give up on letters. Reader's Digest sends out about 500,000 pieces of mail each week to people in Australia, New Zealand, Singapore and Malaysia as it tries to entice them to buy its merchandise.

"A lot of players are going for a digital strategy, and fewer are doing the direct-mail approach," said Walter Beyleveldt, managing director for the Asia Pacific region. "Because of that, the mailbox will get emptier. It will potentially become an exciting place to go and look."

New Zealanders, however, may be looking there half as often as early as next year, if proposed changes to the New Zealand Post's charter are approved.

The government is accepting public comments until mid-March. A quarter of those received so far were mailed in, a rate considered unusually high.

The other 75 percent? Email.

Microsoft Places Anti-Gmail Billboard Near Google?s HQ

Microsoft?s Scroogled campaign continues, especially after the company officially introduced the final version of its Outlook.com email service.

Since the Redmond-based software giant struggles to bring more users to Outlook.com, blasting Gmail is basically a priority, especially because Google is allegedly violating users? privacy by looking into their emails to display relevant ads.

Well, Microsoft has decided to make users aware of this fact by placing an anti-Gmail billboard right next to the Google headquarters.

?Morning commuters near Google's headquarters in California's Silicon Valley are greeted by a new Outlook.com billboard educating Gmail users that Google goes through personal emails to sell ads,? the Scroogled website reads.

While Google remains tight-lipped on these attempts, Microsoft?s efforts seem to pay off, as the overall number of users switching to Outlook.com is increasing only a daily basis.

New Orleans deputy mayor resigns, cites personal reasons

City leaders announced on Friday that the deputy mayor of operations, Michelle L. Thomas, resigned.

Thomas only cited "personal reasons" for her departure.

Thomas managed several departments in her position, which included Historic Districts Landmarks Commission, New Orleans Recreation Development Commission, Parks & Parkways, Safety & Permits, Sanitation, Taxicab Bureau, the Vieux Carre Commission and the One Stop Shop for permitting. ??

Thomas was hired in July 2011.?

Cyprien should already be on the Steelers' radar, however, based on his Senior Bowl performance, which featured both hard-hitting,?run-stopping plays and solid coverage skills.

Cyprien's stock could rise enough that he could become a second-round pick for the right team, and the Steelers could certainly make that move; however, he could end up being a high-value third- or fourth-round selection as well.

The combine will give the Steelers a close enough look at Cyprien to help figure out just what he'd be worth for them.

Port of Salalah holds union elections

Salalah: The Port of Salalah last week conducted the elections of the company's Union Administrative Authority (UAA) and the registration of General Assembly (union) members.

A total 875 employees at the Port of Salalah have registered with the union for the upcoming four-year period, of which approximately 85 per cent are Omani nationals and the remaining 15 per cent are expa-triates. These employees elected the leaders of the UAA from a group of 11 Omani candidates.

The Port of Salalah, currently the largest private sector employer in the Dhofar region with more than 2,200 employees, formed the first representative body in 2000. Following the amendment to Oman's Labour Law in 2006 to formalise the establishment of trade unions in Oman, the first official union body was elected at the port in 2009, which served its four-year term until 2012. The current round of elections lasted for two days, following staff members' enrolment and campaign.

The elections were supervised by Masoud bin Ali Jaaboub, head of the trade union organisations at the Dhofar governorate office for the Ministry of Manpower.
Masoud praised the administration's organising committee for maintaining transparency in its registration, nomination, and screening process.?

The newly elected UAA members include Salim Masoud Ali Bait Said, Zeyad Ahmed Salim Al Marhoon, Khalid Salim Ali Jaboob, Said Mahad Musallam Bait Said, Musallam Said Ahmed Tabook, Ali Salim Ali Al Jahfali, and Salim Said Musallam Al Kathiri.

Ahmed Akaak, Deputy CEO at the Port of Salalah, said, "At the Port of Salalah, we place a lot of emphasis on providing support to facilitate the work of the union authorities, and we praise all efforts made in this regard."

Hind Jumaan Hubais, the head of the election organising committee and member of the port's human resources department, said that the fact that the employees were fully exercising their electoral rights reflected the election's success and employee credibility.
Hubais also underlined the support offered by the members of the organising committee in this regard.

Former president of the port's UAA, Ahmed bin Salim Al Amri, pointed out that the new union authority was picking up from the previous union's success and the results that had been achieved in an era of strong dialogue and sound negotiations.

Al Amri also thanked the former members of the UAA for their hard work and offered his best wishes to the newly elected? members.

Iraq officials say gunmen kill 7 Sunni fighters

BAGHDAD (AP) ? Iraqi officials say gunmen wearing military uniforms have killed seven anti-al-Qaida militiamen in an attack in a town north of Baghdad.

Police officials say gunmen asked a local anti-al-Qaida militia leader in Tuz Khormato to accompany them to a checkpoint manned by a pro-government group, known as Sahwa, for questioning early Friday. After reaching at the checkpoint, the gunmen overpowered the leader and his men and then executed them.

Medics in nearby hospital confirmed the casualties. All officials spoke on condition of anonymity because they are not authorized to brief reporters.

Sahwa militiamen joined forces with U.S. troops to fight al-Qaida during the Iraq war. Ever since then, the group has been a target for Sunni insurgents who consider its members traitors.

You?ve probably seen the stories suggesting that Yankees third baseman Alex Rodriguez ?is unlikely to ever wear the pinstripes again? due to issues with his surgically-repaired hip or that he?s ?scared and paranoid? about how people will react to the Biogenesis stuff. But it?s mostly garbage.

A-Rod said through a spokesman Thursday that he?s rehabbing?diligently?in New York and looking forward to returning to the Yankees around the middle of the 2013 season. Andy McCullough of the Newark Star-Ledger transcribed the short statement:

?Right now I?m dedicating 100% of my energy and focus on my rehabilitation. I am conducting two rehab sessions each and every day in an effort to get back on the field and rejoin my Yankees teammates. I think we have a great team and I want to be a part of it.?

The Yanks signed Kevin Youkilis to a one-year, $12 million free agent contract this offseason to fill in at the hot corner. Rodriguez, 37, batted .272/.353/.430 with 18 homers and 57 RBI in 122 games last summer. He is owed $28 million in 2013, $25 million in 2014, $21 million in 2015, $20 million in 2016 and $20 million in 2017.

NATO air strikes for Afghan security forces must end: Karzai

KABUL (Reuters) - Afghan security forces will be banned from calling for NATO air strikes in residential areas to help in their operations, President Hamid Karzai said on Saturday, three days after 10 civilians died in such a strike in the country's east.

NATO air strikes and civilian casualties have become a significant stress point in the relationship between Karzai and his international backers. The issue threatens to further destabilize a precarious international withdrawal, to be completed by the end of 2014.

Addressing a conference at Kabul's National Military Academy, Karzai expressed his anger about the strike and said he would issue a decree on Sunday preventing any resort to such measures by his forces.

"Tomorrow, I will issue an decree stating that under no conditions can Afghan forces request foreign air strikes on Afghan homes or Afghan villages during operations," Karzai told more than 1,000 officers, commandos and students.

If issued, such a decree would for the first time bar Afghan security forces from relying on NATO air strikes, and increase pressure on them as they increasingly assume control of security from international forces.

NATO and its partners are racing against the clock to train Afghanistan's 350,000-strong security forces, though questions remain over how they well the Afghans will be able to tackle the insurgency in the face of intensifying violence.

On Wednesday, a NATO air strike -- requested during an operation in eastern Kunar province involving Afghan and American troops targeting Taliban fighters linked to al Qaeda -- struck two houses in a village in the Shultan valley.

The strike killed 10 people, including five children and four women. Four Taliban fighters, who had links to al Qaeda, according to Afghan officials, were also killed.

STRIKES CRITICAL IN DIFFICULT AREAS

Foreign air power is crucial for Afghan forces, particularly in areas like Kunar and Nuristan, which are covered with forests and rough terrain, making ground operations difficult.

Nuristan and Kunar also share a long, porous borders with lawless areas inside Pakistan, known to be home to foreign fighters and al Qaeda members.

Karzai said he had been told that the air strike was requested by the Afghan spy agency, the National Directorate of Security (NDS).

"If this is true, it is very regrettable and it is very shameful. How could they ask foreigners to send planes and bomb our own houses?" he said.

According to Kunar officials one of the dead insurgents was identified as a Pakistani citizen and Taliban leader named Rocketi. A second was identified as a Taliban commander called Shahpour.

A spokesman for NATO's International Security Assistance Force (ISAF) said there would be no comment on any presidential decree until it was actually issued.

In June last year, following the deaths of 18 civilians in a NATO air strike in the country's east, the ISAF commander at the time, General John Allen, issued a directive restricting their use against insurgents "within civilian dwellings".

In a meeting with ISAF Commander General Joseph Dunford following Wednesday's bombing, Karzai stressed Allen's 2012 directive and said such attacks must never recur.

Tensions have risen between Karzai and his foreign backers since his comments in October that the United States and its allies should target supporters of terrorism in Pakistan and stop fighting their war in Afghan villages.

The ISAF says it has reduced civilian casualties in recent years, and that insurgents such as the Taliban are now responsible for 84 per cent of all such deaths and injuries.

    Key comedic elements for the fifth season of Emmy Award-winning sitcom, Modern Family: great writing, killer cast, dead babies.

    ?That plastic thing sticks into your skin and it?s horrible!? Sofia Vergara told reporters while promoting Escape From Planet Earth about the fake baby bump she wore under her clothes while stomping around in a hormonal rage for most of season four, adding, ?We also have a set of dead babies.?

    Manolo goes to college in New York but stays in LA with his mother and her fiance, businessman Nick Loeb, between semesters. But, having him home doesn?t keep Vergara from worrying.

    Report: Mt. Washington avalanche was avoidable

    A report analyzing an avalanche that swept three people 800 feet down Mount Washington last month called the incident avoidable.

    On Jan. 17, a dozen people with varying experience began the climb, but when they were an hour from the summit, something triggered an avalanche, sweeping three of the hikers downhill.

    Analysts from the Mount Washington Avalanche Center said many factors added risk to the situation, and when considered individually, they don't seem to be overly important. But taken together, they added up to a dangerous situation.

    "I looked up from my pack and saw it fissure right across the gully, and it just -- we were gone, straight down the hill," said avalanche victim J.P. Politz.

    Politz, his father and retired Marine Sgt. Keith Zeier found themselves trapped after the avalanche. They had been hiking up Central Gulley in Huntington Ravine when the avalanche happened.

    Zeier had lost one of his legs in a bombing in Iraq, and the goal of the climb was to raise money and awareness for families of special-operations forces killed or wounded in action. The report states that the goal might have been a factor in the accident.

    According to the report, an increased acceptance of risk often comes with an increased level of commitment. The report also said the group planned to spend the night at the Mount Washington Observatory, giving them extra incentive to push through to their final destination.

    Those who analyzed the circumstances leading to the accident said they aren't trying to place blame, but they said it was "not a freak natural event completely outside the control of the party."

    The analysts said the group had been warned by a snow ranger that the avalanche risk had increased to moderate, meaning human-triggered avalanches were possible. The group leaders decided to move forward anyway.

    5 Things To Know Before Dating An Addict | Addiction Recovery

    datingIn working with the spouses and significant others of addicts,?I?ve?often heard it said, ?I?d rather be an addict than love one.? While few people would ever walk eyes-wide-open into a chronic disease like addiction, the statement speaks to the confusion, loneliness and despair common not only among addicts but also the men and women who love them.

    A history of addiction?doesn?t?necessarily turn Mr./Mrs. Right into Mr./Mrs. Wrong. In fact, addicts who are solid in their recovery can make excellent partners.?They?ve?waged a courageous battle, spending a great deal of time working to take care of and improve themselves. But before you put yourself in a position to fall for an addict, there are a few things you need to know:

    #1 Love does not conquer all.

    For anyone considering dating an active addict, it is important to realize that love cannot conquer addiction. Addiction takes priority over everything ? you, children, career, financial security, even one?s own freedom. Before diving into a relationship, find out if your prospective partner is actively using drugs or alcohol, or if they display addictive or compulsive patterns in other areas (e.g., gambling, work, sex, food or spending).

    If you care about someone in active addiction, help them into treatment and hold off on turning a friendship into more until they?re grounded in their recovery. If they are in recovery, how long have they stayed sober? Are they actively working a program of recovery (e.g., participating in self-help support meetings, counseling or an aftercare program)?

    Someone with less than a year sober should stay focused on their recovery program, not dating. This guideline is designed to protect the addict as well as the people they might date. In the earliest stages, most recovering addicts are trying to figure out who they are, what they want and how to be in a healthy relationship. Beyond the first year, the longer someone has maintained their sobriety the more secure you can feel that you?re choosing a partner who is healthy and whole.

    #2 Addiction is a chronic, relapsing disease.

    An estimated 40 to 60 percent of addicts relapse, according to the National Institute on Drug Abuse. Since relapse is always a possibility, addicts and their partners need to stay alert to their triggers and be prepared to get help when warranted. If?you?ve?struggled with addiction yourself, be extra cautious ? your use can trigger their relapse, and their relapse could spell ruin for both of you. Left unaddressed, relapse can set in motion a?roller coaster?of chaotic break-ups and?reunification?that in the long run only exacerbates the problem.

    The threat of relapse need not deter you from dating someone firmly grounded in their recovery. It is simply a reality you should be aware of. By educating yourself about disease of addiction, you?ll know what to expect and when to ask for help.

    #3 Recovering addicts need support.

    Being a loving partner to a recovering addict requires sensitivity and discretion. For example, you?ll likely need to avoid drinking or using drugs around your partner. If you go to parties or events where alcohol is being served, you may need to leave early or offer additional support.

    Even if it?s inconvenient for you, you?ll need to make allowances for your partner to go to meetings or counseling sessions, particularly in stressful times, so that they can continue to prioritize their recovery. Short of a relapse, there still may be times when they fall into old habits, such as withdrawing from friends and family or telling lies. You?ll need to recognize these signs and get involved.

    #4 You can?t change the past.

    Many recovering addicts have done things in the past that result in a criminal record, making it harder to get a job. They may have accrued significant debt, declared bankruptcy or had other financial problems. They may still be working out legal issues and trying to earn their way back into the lives of family and friends. Although these are not necessarily deal-breakers, you need to know that their problems can become your problems. If you can?t accept what was, you may not be the right person to accompany them through what is and what will be.

    #5 Know (and take care of) yourself.

    You can?t change your partner or their past, but you can control yourself. In any relationship, setting and enforcing personal boundaries is an essential skill. When your own boundaries are firmly in place, you protect yourself from being taken down by your loved one?s illness.

    There may come a point in the relationship when you need to ask some difficult questions: Why are you attracted to this person? Is it because of who they are and how they treat you, or do you have a history of being attracted to people you can rescue or fix? To avoid codependency, enabling and other problematic patterns, you may need to seek counseling of your own.

    If a partner relapses, it can be difficult to know what lines to draw. You don?t want to give up on a person you love ? after all, they must be in there somewhere ? but if the relationship is making one or both of you sick despite your best efforts, it may be time to leave. No one can tell you when it?s time to call it quits except you.

    Dating a recovering addict can be complicated, but most relationships are. So long as you know what to watch out for, work to ensure you?re both getting your needs met in healthy ways and reach out for help if you get in over your head ? in other words, take the precautions you?d take in any romantic relationship ? a recovering addict can be an excellent friend and partner.

    Panthers owner Jerry Richardson has struck a deal to keep his team in Charlotte for 15 years in exchange for public money, and has already prepared to have the team sold within two years of his death.

    But if he wanted to divest now, he apparently has an option.

    Bruton Smith, a billionaire NASCAR track owner based out of Charlotte, just made a magnanimous if more than a little self-serving gesture during an appearance on local radio.

    During an appearance with WBT-AM?s Keith Larson, Smith referenced Richardson?s will stating the team would be sold within two years of his passing, then said: ?Why two years? Why not two months??

    ?Do you think he?s interested in selling?? Smith asked the host. ?I have not approached him. If the price is right, yeah, I?d be interested.?

    Smith, who will turn 86 in March, also said he ?would commit to the city, and I would not ask them for any money. . . .

    ?Maybe Mr. Richardson had just as soon sell it today as commit to selling it two years after his passing. I don?t know. That could happen, don?t you think??

    Smith, the owner of Sonic Automotive, and Speedway Motorsports Inc., owns a number of NASCAR tracks. But he threatened to move the one nearest Charlotte in a spat with government officials over tax subsidies, among other rows over tax dollars. The exit off Interstate 85 to get to his facility is now known as ?Bruton Smith Boulevard.?

    He?s also a skilled promoter, and knows how to pick a fight and stir a pot.

    Whether he?s serious about buying his local NFL franchise remains to be seen, but Smith has clearly taken a swipe at Richardson after last week?s deal to accept more than $200 million of state and local assistance to upgrade Bank of America Stadium.

    Birds evolved ultraviolet vision several times

    Ultraviolet vision evolved at least eight times in birds from a common violet sensitive ancestor finds a study published in BioMed Central's open access journal BMC Evolutionary Biology. All of these are due to single nucleotide changes in the DNA.

    Modern daytime birds either have violet sensitive or ultraviolet sensitive vision. Being ultraviolet sensitive alters visual cues used to select a mate, avoiding predators, and in finding food. Researchers from Uppsala University and the Swedish University of Agricultural Sciences sequenced the genes responsible for producing the light sensitive pigment (SWS1 opsin) from 40 species of birds, in 29 families.

    Generating a phylogenetic tree from these sequences shows that there have been at least 14 shifts between violet and ultraviolet sensitive colour vision and back. An ancestor of Passeriformes (perching birds including larks, swallows, blackbirds, finches, birds of paradise, and crows) and Psittaciformes (parrots and allies) changed from the ancestral violet sensitive colour vision to ultraviolet and, in some cases passerines have reverted back to violet vision.

    Anders ?deen and Olle H?stad, who performed this research commented, "There are two different amino acid alterations that can each change bird colour vision from violet to ultraviolet. One particular single nucleotide change has occurred at least 11 separate times. In general during evolution once a colour shift has occurred all species from this ancestor keep it meaning that the rest of the eye and physiology, must also evolved to 'cement' in the new colour sensitivity."

    Hartford Mayor Pedro E. Segarra has closed all public schools and city offices on Monday, February 11, 2013, to help expedite winter storm Nemo clean up. Clearing efforts remain underway including towing abandoned vehicles and snow removal on secondary streets.

    "As I feared, the low temperatures delayed our efforts last night but we've had a fleet of 22 trucks, 4 pay loaders, 3 smaller pay loaders and a contingent of contractors working since 7am. At the moment, it's taking an average of 90 minutes for 2 trucks and a pay loader to clean a side street but 6 hours for two trucks. Three additional pay loaders are on their way. We are also preparing a comprehensive list of needs from the State in light of President Obama?s recent approval of the emergency declaration. The goal is to have all side streets cleaned by tomorrow morning. We need people to stay off the roads in order to expedite the process. Bottom line: we know how frustrating this is but are asking folks to be patient. We?re doing everything we can to return our City back to normal. Above all, please be kind to DPW workers, they are exhausted but will not stop until all roads are cleaned,? said Segarra.

    Mayor Segarra also emphasized the following:

    - Right now, we are working on 11 side street routes (there are 16 total);

    - Do not throw snow into the streets; keep on your property;

    - As we begin curb to curb clean up snow will be pushed back to the sidewalks;

    - We have towed 189 vehicles and issued approximately 330 snow ban parking tickets;

    - All power outages have been restored;

    - Hoarding under these conditions is very dangerous ; please report any issues immediately by calling 860-757-4520 or 860-757-4700;

    - The parking ban is still in effect; and

    - Residents should stay off the roads unless it?s a public health or safety emergency.

    The plane with Guinea?s army chief of staff and five top brass officials came down near the Roberts International Airport. No one is said to have survived the crash.

    The Guinean military chief, General Kelefa Diallo, was a close ally of the country?s president, Alpha Conde, media claim.

    Liberia?s Defense Minister Brownie Samukai, who had earlier confirmed the presence of the Guinean military on board the plane, said an investigation has been launched to determine the cause of this deadly crash.

    In research, it matters whether you're a man or a mouse

    Questions arise about relevance of studies with mice to trauma in humans

    Mice are poor stand-ins for people in experiments on some types of inflammation, a new study concludes. But some scientists say that critique discounts the value of mouse studies, many of which simply couldn?t be done without the animals.

    More attention ? and money ? should go toward studying disease in people than on mouse research, a consortium of scientists contends online February 11 in the Proceedings of the National Academy of Sciences. Too often, researchers make a discovery in mice and assume that humans will react in the same way, says study coauthor Ronald Tompkins, chief of the Massachusetts General Hospital burn service. ?The presumption is not justifiable,? he says. As a result, drug trials ? often based heavily on data gleaned from studies with mice ? can fail.?

    But other scientists say that critique isn?t new and is overstated. Clinical trials are unsuccessful for many reasons, says Derry Roopenian, an immunologist and mouse geneticist at the Jackson Laboratory in Bar Harbor, Maine. ?There?s frailty all along the process. That?s not a failure of the mouse.?

    He and other critics worry that the study, conducted with a generic strain of laboratory mouse called Black6, unfairly tarnishes the reputation of all mice, even ones engineered to be as much like humans as possible. The group?s conclusions, were they accepted by policy makers, could set back biomedical research by jeopardizing funding for mouse studies, critics warn. ?Without the mouse, progress is going to be slowed to a standstill,? Roopenian says.

    Most of the researchers agree that creating mice with biologic responses that more closely mirror humans is important to understand diseases and develop new drugs. The sticking point appears to be how to balance mouse-based research with research involving humans.

    In the new study, a group of Canadian and American researchers compared how human and mouse genes respond to certain types of trauma. They looked at gene activity in the blood of 167 people severely injured either by burns or by blunt trauma, such as in a car accident. They compared those results with gene activity in the blood of mice with similar injuries. The team also examined the reactions to an injection of endotoxin, a bacterial toxin, of four healthy people and 16 mice.

    People?s immune systems reacted in predictable ways, cranking up activity in genes that cause inflammation and quieting other immune system genes, Tompkins says. When the researchers compared the gene activity changes in people with burns versus people with trauma, they found 97 percent similarity. For injuries and endotoxin exposure, 88 percent of genes responses were similar.

    But mouse responses were more varied, says study coauthor Wenzhong Xiao, a genome scientist at Harvard University and Stanford University. Compared with what goes on in humans, 47 to 63 percent of mouse genes changed activity in the same way. The result was not far from what researchers would expect from random chance.

    The results indicate that humans and mice react differently to traumas that often land people in intensive care units. ?We need to take those differences into serious consideration, which people currently do not,? Xiao says.

    No one expects mouse and human physiology to match exactly, Roopenian counters. And the differences between the species might even inform research. For instance, the study authors cite as a shortcoming that mice can withstand doses of endotoxin 1 million times as high as the dose that sends people into shock. But Roopenian sees that difference as an opportunity to learn how to boost human tolerance to the substance.

    Researchers should do more of the kinds of genetic analyses performed in this study when choosing an appropriate mouse strain, says Klaus Schughart, a geneticist at the Helmholtz Center for Infection Research in Braunschweig, Germany. Schughart studies infectious diseases including influenza and uses mice as human substitutes. He sees benefits in the fact that mice don?t perfectly mimick complex human diseases.

    ?We purposely oversimplify,? he says, to strip away confounding factors and get at the basic mechanisms of disease. ?We should value the mouse for what it?s worth and not condemn it for its shortcomings.?

    Tompkins agrees that basic research should continue, but adds that ?we need to recognize that its relevance to human disease is a leap of faith.?

    Tunisian president's party quits Islamist-led government

    TUNIS (Reuters) - The secular party of Tunisian President Moncef Marzouki withdrew its three ministers from the Islamist-led government on Sunday, saying its demands for cabinet changes had not been met.

    The decision by Marzouki's Congress for the Republic Party deals a further blow to Prime Minister Hamadi Jebali's government, already reeling from last week's assassination of secular opposition leader Chokri Belaid.

    "We have been saying for a week that if the foreign and justice ministers were not changed, we would withdraw from the government," party official Samir Ben Amor told Reuters.

    "This decision has nothing to do with the prime minister's decision to form a government of technocrats," Ben Amor said, referring to Jebali's declared intention to name a non-partisan cabinet to run day-to-day affairs until elections can be held.

    Belaid's killing on Wednesday - Tunisia's first such political assassination in decades - has thrown the government and the country into turmoil, widening rifts between the dominant Islamist Ennahda party and its secular-minded foes.

    Senior politicians in Ennahda, as well as in its two non-Islamist coalition partners, had criticized Jebali for proposing a technocratic government, saying he had not consulted them.

    Hospital releases 3 New Orleans shooting victims

    NEW ORLEANS (AP) ? Gunshots erupted in a crowd of bead-wearing, drink-carrying late-night revelers on Bourbon Street during the countdown to Mardi Gras, wounding four people and sending bystanders running and screaming. Hours later on Sunday, though, the same stretch was packed with partiers who said they weren't letting the violence dampen their fun.

    In a video taken by a witness Saturday night and released the next day, the shootings are preceded by footage of people standing shoulder to shoulder in New Orleans' famed tourist district, with some holding green plastic cups and wearing gaudy hats or masks. A section of the frame highlighted by police shows people jostling and speaking with angry expressions.

    Police said in an email that the video depicts an argument involving one of the shooting victims and the suspects. Two men are seen leaving the argument and returning with a third, then approaching the victim as at least one of the suspects begins shooting, according to police. Four shots are heard in rapid succession, followed by screams as some in the crowd stagger into one another and a nearby wall. A man whom police identified as one of the suspects is shown walking through the crowd with his arm extended as the gunshots are heard, though it's difficult to make out a weapon.

    Police said Sunday that they were seeking the three men and that they've identified one suspect, but won't release the name.

    The shootings wounded two men and two women, three of whom were treated and released Sunday. One man hit in the abdomen, thigh and pelvis was in stable condition Sunday after surgery the previous night, New Orleans Police spokesman Hilal Williams said.

    Of those treated and released, a man was shot in the buttocks, one woman was shot on the chin and right foot, and the second woman was shot on the toe, police said. No ages or names were released.

    The shooting came on the last weekend of partying before Mardi Gras, the Fat Tuesday celebration that is the signature tourist event of the year in New Orleans. And for thousands, the partying continued despite the shooting. Parades rolled under cloudy skies Sunday before crowds of onlookers, though the shootings were on the minds of some revelers.

    Some who were on Bourbon when the shooting occurred were back Sunday.

    "We're not worried," said Raymond Reginato of Toronto, Canada, who was in New Orleans with friends for a bachelor party this weekend. "Everybody's in a good mood. I really believe that was an isolated incident."

    Jackie Counte Cooley of Gainesville, Ga., said the shooting was enough to deter her from Bourbon Street, though she was among the revelers packed nearby along Canal Street taking in Sunday's parades.

    "It's my first Mardi Gras, and I'm having a good time, but I won't be going to Bourbon street," she said.

    New Orleans has been plagued for years by violent crime, including gun violence that has soared since Hurricane Katrina devastated the city in 2005.

    In 2011, sixteen people were shot and at least two killed in Halloween shootings in New Orleans. One of the victims was slain near the Chris Owens nightclub, about a block away from Saturday's incident.

    Julia Rosenthal, a 19-year-old from Westchester, N.Y., had mixed feelings about hanging out in the French Quarter after the shooting. "It's not an OK thing that happened, and it's definitely scary. But I'm not going to let it affect my night," she said.

    Peter Manabani, an employee at the Rat's Hole bar, said police had shut down a whole Bourbon Street block for an hour to investigate but allowed people to return to the area later.

    Hours later on Sunday, there was little evidence that a shooting had occurred. Revelers were in full party mode, packing the block amid a heavy police presence.

    Laura Gonzalez, 21, of Baytown, Texas, said it was her first Mardi Gras and she spent some time in the Fat Catz bar nearby as police investigated. She said the bar locked its doors quickly after the shots rang out and wouldn't let anyone in or out while police went to the scene.

    Asked if it was frightening, she responded: "Not really. We were just locked in a bar and we weren't going to let this one incident wreck our party."

    Parades rolled all day Saturday and Sunday, but none on Bourbon Street because the streets are too narrow. One of the biggest Mardi Gras parades, the Krewe of Endymion, rolled down a major thoroughfare and just skirted Bourbon Street a few hours before the shooting. Typically, once the parades end, partygoers head to the French Quarter. The route for Bacchus on Sunday also came near the French Quarter.
