WASHOE COUNTY NEWS RELEASE

To help increase the visibility of children looking for adoptive families, Washoe County recently began highlighting children available for adoption on the front page of its site, as well as streamlining the listing of available children on the Social Services webpage.

The featured section of the front page, titled ?Looking for Forever Families,? displays one of the children or sibling groups currently available for adoption in Washoe County.

Interested individuals can click on the featured photo for more information on the child or group, as well as a link to get started on the path to adoption.

There are over 70 children at some stage in the adoption process in Washoe County. After certain legal and situational conditions are met, they are listed on the site as available for adoption. There are currently 19 children or sibling groups listed on the County?s site who are looking for ?Forever Families.?

The adoption process in Washoe County consists of training, background checks, and in-depth home study. After completing the requirements, families are able to either adopt or become foster parents.

Foster Care Appreciation Day

On May 16th, Washoe County Social Services held its annual Foster Care Appreciation Picnic at Idlewild Park to thank foster and adoptive parents for their dedication to children in the County.

Over 200 people attended the event, which included a bounce house, art projects, face painting, music, and food.

The County honored longtime foster parents with service awards for 5, 10, 15, and 20 years of service in the foster care program.

Model Dairy donated ice cream for the event, the Boys and Girls Club of Truckee Meadows donated the bounce house, and the Reno Rodeo Foundation held roping activities for families.

?Foster Parents are some of the most critical pieces to serving children and families in need,? remarked Kevin Schiller, Director of Social Services. ?They take children into their homes and love them as if they were their own and provide assistance to parents as they reunify safely. Without their partnership and that of other community providers, the Department could not provide safe homes for children who are the victims of abuse and neglect.?

There are currently 353 foster homes in Washoe County, but the County is always in need of more foster families to better match children with families that can meet their individual needs.

Logitech outs Apple-friendly Wireless Solar Keyboard K760, we go hands-on

Earlier this May, Logitech unveiled its Solar Keyboard Folio for the new iPad and iPad 2, and the accessory maker is rounding out the month by adding another sun-powered peripheral to its stable. Like the Keyboard Folio, the just-announced Wireless Solar Keyboard K760 works with iPads, but it's also compatible with Macs and iPhones. The K760 has Bluetooth for pairing up to three devices at a time, and it features Mac-specific keys such as Brightness, Command and Eject. Users should get about three months of use after the keyboard is fully charged up via sun or indoor light. We got to do a bit of typing with the K760, and are happy to report that it's a fairly well-built little grid. The deck feels solid, and the keys have a decent depth to them when pressed. Plus, the spun metal power button and the silver flake paint job lend a premium appearance. Ukraine President Rules Out Tymoshenko Treatment Abroad

Ukrainian President Vitkor Yanukovych has ruled out the idea of jailed opposition leader Yulia Tymoshenko being released for treatment abroad ahead of next month's Euro 2012 soccer championships, which Ukraine and Poland are hosting.

His remarks come as Germany has offered to provide medical care to the ailing ex-premier and again hinted at a possible boycott by Chancellor Angela Merkel of matches played in Ukraine once the tournament kicks off in co-host Poland on June 8.

Yanukovych told Ukrainian television that the country's laws prevented Tymoshenko receiving treatment during her sentence.

He added that pro-government deputies were firmly against the idea of changing those laws.

The 51-year-old Tymoshenko was jailed for seven years in October on abuse of power charges that she claimed were a part of Yanukovych's vendetta against her.

A number of Western governments and the European Union have criticized the legal proceedings targeting Tymoshenko, a heroine of Ukraine's 2004-05 Orange Revolution, and her allies.

A Ukrainian court opened a fresh trial for alleged tax crimes against Tymoshenko in early April.

Groundwater depletion in semiarid regions of Texas and California threatens US food security

ScienceDaily (May 28, 2012) ? The nation's food supply may be vulnerable to rapid groundwater depletion from irrigated agriculture, according to a new study by researchers at The University of Texas at Austin and elsewhere.

The study, which appears in the journal Proceedings of the National Academy of Sciences, paints the highest resolution picture yet of how groundwater depletion varies across space and time in California's Central Valley and the High Plains of the central U.S. Researchers hope this information will enable more sustainable use of water in these areas, although they think irrigated agriculture may be unsustainable in some parts.

"We're already seeing changes in both areas," said Bridget Scanlon, senior research scientist at The University of Texas at Austin's Bureau of Economic Geology and lead author of the study. "We're seeing decreases in rural populations in the High Plains. Increasing urbanization is replacing farms in the Central Valley. And during droughts some farmers are forced to fallow their land. These trends will only accelerate as water scarcity issues become more severe."

Three results of the new study are particularly striking: First, during the most recent drought in California's Central Valley, from 2006 to 2009, farmers in the south depleted enough groundwater to fill the nation's largest human-made reservoir, Lake Mead near Las Vegas -- a level of groundwater depletion that is unsustainable at current recharge rates.

Second, a third of the groundwater depletion in the High Plains occurs in just 4% of the land area. And third, the researchers project that if current trends continue some parts of the southern High Plains that currently support irrigated agriculture, mostly in the Texas Panhandle and western Kansas, will be unable to do so within a few decades.

California's Central Valley is sometimes called the nation's "fruit and vegetable basket." The High Plains, which run from northwest Texas to southern Wyoming and South Dakota, are sometimes called the country's "grain basket." Combined, these two regions produced agricultural products worth $56 billion in 2007, accounting for much of the nation's food production. They also account for half of all groundwater depletion in the U.S., mainly as a result of irrigating crops.

In the early 20th century, farmers in California's Central Valley began pumping groundwater to irrigate their crops. Over time, groundwater levels dropped as much as 400 feet in some places. From the 1930s to '70s, state and federal agencies built a system of dams, reservoirs and canals to transfer water from the relatively water-rich north to the very dry south. Since then, groundwater levels in some areas have risen as much as 300 feet. In the High Plains, farmers first began large-scale pumping of groundwater for crop irrigation in the 1930s and '40s; but irrigation greatly expanded in response to the 1950s drought. Since then, groundwater levels there have steadily declined, in some places more than 150 feet.

Scanlon and her colleagues at the U.S. Geological Survey and the Universit? de Rennes in France used water level records from thousands of wells, data from NASA's GRACE satellites, and computer models to study groundwater depletion in the two regions.

GRACE satellites monitor changes in Earth's gravity field which are controlled primarily by variations in water storage. Byron Tapley, director of the university's Center for Space Research, led the development of the GRACE satellites, which recently celebrated their 10th anniversary.

Scanlon and her colleagues suggested several ways to make irrigated agriculture in the Central Valley more sustainable: Replace flood irrigation systems (used on about half of crops) with more efficient sprinkle and drip systems and expand the practice of groundwater banking -- storing excess surface water in times of plenty in the same natural aquifers that supply groundwater for irrigation. Groundwater banks currently store 2 to 3 cubic kilometers of water in California, similar to or greater than storage capacities of many of the large surface water reservoirs in the state. Groundwater banks provide a valuable approach for evening out water supplies during climate extremes ranging from droughts to floods.

For various reasons, Scanlon and other experts don't think these or other engineering approaches will solve the problem in the High Plains. When groundwater levels drop too low to support irrigated farming in some areas, farmers there will be forced to switch from irrigated crops such as corn to non-irrigated crops such as sorghum, or to rangeland. The transition could be economically challenging because non-irrigated crops generate about half the yield of irrigated crops and are far more vulnerable to droughts.

"Basically irrigated agriculture in much of the southern High Plains is unsustainable," said Scanlon.

In an emergency, no one cares whether it's city or county firefighters who show up to help.

Soon, dispatchers won't have to either. At least, that's the goal.

The chiefs of the Albuquerque and Bernalillo County fire departments say they hope to test a pilot program in July aimed at ensuring the closest unit responds to calls - regardless of jurisdictional lines.

It's not as easy as it sounds, given that the two governments operate different computeraided dispatch systems. The checkerboard-like shape of city limits in the North Valley, South Valley and West Mesa is also a challenge, officials say.

County Fire Chief John Garcia said he and his city counterparts have mapped out a "response zone" for each city and county fire station, without regard for whether the zone crosses city limits. They hope to test out the idea in the North Valley, starting July 9, he said.

City Councilor Ken Sanchez said the concept has been under discussion for 15 years. "It's a huge milestone," he said.

The July 9 target date was revealed Thursday when Garcia and city Fire Chief James Breen updated city councilors and county commissioners on the progress toward ensuring the closest units respond to emergencies.

County Commissioner Maggie Hart Stebbins said the effort's importance was demonstrated by a recent incident in the North Valley. Someone had a heart attack just two blocks from a county fire station, but a city team stationed farther away responded because the incident happened inside city limits.

Breen said a mutual-aid agreement already in place is intended to get the closest unit there, but that "human error" was responsible for the mistake.

In any case, Garcia said the new "response zone" system should make it easier to get the closest emergency team there. Each station's zone was based on trying to ensure a four- to five-minute response time, regardless of jurisdictional lines, he said.

But there will still be "gray areas" regarding which station responds, he said.

"This will solve 90 percent of our issues, not all of them," Garcia told councilors and commissioners.

Breen said a consolidated dispatch center for both agencies is probably the best long-term solution. In the meantime, personnel in both governments will have to be trained on new procedures before the July pilot program.

County Commissioner Wayne Johnson said it's important that, when new computer equipment is purchased, the agencies ensure it allows the dispatch systems to operate well together.

Commissioner Michelle Lujan Grisham said the integration should have happened earlier.

"Honestly, I'm disappointed," she said after hearing the July 9 target.

Finksburg man faces animal cruelty charges in kitten's death

Michael Almony of Finksburg faces more than three years in jail and a $6,000 fine for throwing a kitten on the ground and running over it several times in his Ford pickup truck, police said.

Baltimore County police arrested Almony, 59, of the 3300 block of Old Gamber Road, Thursday after an anonymous person turned in a video from a parking lot on Main Street in Reisterstown that shows the incident, which occurred around 6:45 p.m. April 11, police said.

The video was presented to police on May 12.

Almony allegedly threw the kitten on the ground next to a truck, got into the truck, pulled forward to run the animal over, backed up and ran over it again, pulled forward and backed up to run over it a third time, police said. Police said he then stopped to look at the animal and pulled out of the parking lot.

The kitten appeared to be a stray from a nearby litter.

Almony was charged with animal cruelty and animal mutilation. His trial is set for Sept. 5 in Catonsville. He was released on $10,000 bail.

The animal cruelty charge is a misdemeanor that could result in 90 days imprisonment and a $1,000 fine. The mutilation charge is a felony that carries a three-year jail sentence and $5,000 fine.

The "Valley of Death" Looms for 8 Kids With a Rare Disease

The pharmaceutical industry rightly calls the stage in drug development between basic research and clinical trials the ?Valley of Death.? This is when a potential treatment that?s worked in mice, monkeys, and the like catapults to a phase 1 clinical trial to assess safety. It?s rare.

Francis Collins, MD, PhD, director of the National Institutes of Health, calls this period ?where projects go to die.? The reason: $.

Matthew Herper writes in Forbes that the cost of developing a new drug is $4-11 billion, not the $1 billion that Pharma often claims. Yet even that $1 billion is unimaginable, especially when you put a face on a rare disease and witness what the family goes through to leap to phase 1.

For me, that face belongs to 8-year-old Hannah Sames, of Rexford, New York.

Hannah is one of only 54 people known in the world to have giant axonal neuropathy, or GAN. It?s like ALS (Lou Gehrig?s disease) in a child. Today Hannah needs a walker, but things are going to get worse, much worse ? unless, we all hope, she has gene therapy.

Her parents, Matt and Lori, are making it happen. Since Hannah?s diagnosis in March 2008, they?ve worked nearly around the clock to fund and assemble a team to use gene transfer to deliver the gene that Hannah needs directly into her spinal cord. ?Gene transfer? becomes gene therapy once it works.

Sometime within the next year, a neurosurgeon will delicately place several trillion adeno-associated viruses, each one harboring a working copy of the gene that is mutant in Hannah and seven others, into their spinal cords. If all goes well, the genes will stop the swelling and destruction of the nerves that?s slowly robbing the children of their mobility. And since GAN has no treatments, other than those that ease day-to-day life, it?s worth the gamble. There?s no other option.

Through Hannah?s Hope Fund, the Sames family, and thousands of their neighbors in the capital district of New York, have raised a few million dollars, through events, tee-shirts, races, raffles, everything. They even won two Pepsi refresh grants of $250,000 each. Neighbors of the other GAN families have done the same. But it isn?t enough. The Valley of Death looms.

Hannah?s Hope has funded researchers at Emory University, Columbia University, the University of North Carolina and elsewhere to carry out the steps preceding the gene transfer experiment. And results have been so promising that the Food and Drug Administration (FDA) gave a tentative go-ahead this April, pending further toxicity studies in animals. Those are underway now, but cost $646,000 ? plunging Hannah?s Hope Fund to the breaking point.

Lori estimates other costs:

- $430,200 for a 2-year natural history study for 12 patients to track the course of this ultra-rare disease, so that the researchers can determine exactly what to check to assess success.
- $220,000 to manufacture the viruses and their human gene cargo
- $600,000 for the phase 1, 2-year trial for 8 children
- $450,000 for a small Phase 2 trial to assess efficacy

That?s a total of $2,346,200. Then, hopefully, a biotech or pharmaceutical company will step in for the required larger phase 3 trials that precede FDA approval.

It sounds like a lot. But for comparison?s sake, $2,346,200 equals:

- approximately 1/30th of Johnny Depp?s fee for his next film
- 1/10th of what Alex Rodriguez earns in a year
- 10 speeches for Bill Clinton
- 6 of Kate Middleton?s wedding dress
- 2 years worth of nanny-time for Brad and Angelina?s brood
- Slightly more than Kim Kardashian?s useless $2 million engagement ring
- .07% of the money spent on the Obama and Romney campaigns as of March 2012.

The government isn?t funding the GAN gene therapy trial. So what the tiny GAN community needs, desperately and now, is a Michael J. Fox, Christopher Reeve, or Julia Roberts.

What the pharmaceutical industry and public health community need, for the long-term, is a new way of treating disease, such as gene or stem cell therapy. ?A one-time treatment that is effective would reduce or eliminate long-term supportive care, which is certainly in the interest of public health and reducing overall health care costs,? says Steven Gray, Ph.D., the researcher at UNC who?s engineering the viruses for the GAN trial.

Lori Sames explains it. ?Gene therapy is a disruptive technology to the pharmaceutical industry and is likely the solution for many ravaging disorders. We need help funding these proof-of-concept trials to help get gene therapy mainstream. We need help restructuring Pharma for these expensive, one-time treatments. What is the business model? How do you price it so payers will reimburse, yet be able to attract investors to develop the gene therapies??

James Wilson, MD, PhD, professor of pathology and laboratory medicine at the University of Pennsylvania and a leader in the gene therapy community, in a recent editorial in Human Gene Therapy, credited Harvard economist Clayton Christensen with originating the term in the mid 1990s.

A disruptive technology has no track record yet has the very real potential to have a huge impact, possibly pushing aside established approaches ? like iTunes. In contrast, a sustaining technology improves what?s already available. And a gene therapy that works, as is the case for two types of hemophilia, for example, instantly renders obsolete costly protein replacement. In fact, a new journal from Mary Ann Liebert, Inc., Disuptive Science and Technology debuts this month, providing a forum for reports on such innovative approaches.

Meanwhile, if funding materializes, Hannah and the other seven kids will have their gene therapy in early 2013, halting the inexorable jamming of their motor neurons. And the novel delivery to the spinal cord will pave the way for more common conditions, such as ALS, spinal muscular atrophy, and even spinal cord injuries.

?This would be the first gene transfer trial that we are aware of to treat the whole spinal cord. And everything up until now has been funded by private donations,? says Dr. Gray.

But all of the private donations aren?t enough.
