Cano's HR helps beat-up Yankees win

NEW YORK (AP) - The Yankees lost their ace for at least a couple of weeks and their most dependable veteran for about a couple of months. For a team that's already lost two key pitchers to injuries for the season, the news could have been worse.

It was bad enough even before Andy Pettitte fractured his fibula near his left ankle on the same day the Yankees put CC Sabathia on the 15-day disabled list with a strained groin. Robinson Cano hit a go-ahead homer to help New York beat the Cleveland Indians 5-4 Wednesday for a three-game sweep.

"No one's going to feel sorry for us," manager Joe Girardi said.

The Yankees have won 25 of their last 32 games and reached a season-high 18 games over .500. But now have to face at least two starts without Sabathia and possibly close to two months without Pettitte, the veteran who came out of retirement and filled in admirably for a pitching staff hit by injuries, including the loss of starter Michael Pineda and closer Mariano Rivera.

"If we have to score some runs, we'll score some runs," Girardi said.

Pettitte suffered his injury in the fifth inning when he was hit in the leg on a line drive by Casey Kotchman. Before the game, the Yankees announced Sabathia strained his groin against the Mets on Sunday, and still felt discomfort after throwing in the bullpen Tuesday.

"I wanted to go out and pitch Friday, but it's early in the season and I want to be healthy," Sabathia said. "If Friday I got out there in the bullpen and couldn't go, that would put us in a really tough spot."

Rafael Soriano had an adventuresome ninth inning in which he put the first two batters on base and walked in a run with two outs before getting Asdrubal Cabrera to fly out to left for his 17th save.

Pettitte was hit near his left ankle as he brought it around from the rubber while completing his delivery. The ball bounced toward the third base line and the left-hander went to field it, but it looked as if he couldn't put weight on it and he went down on the grass.

He got back on the mound and threw several warm-up pitches before manager Joe Girardi let him stay in. But when he came up limping after throwing his first live pitch, Girardi popped out of the dugout and signaled for a pitching change.

Right-hander Cody Eppley came on with Kotchman on first and no one out. Lou Marson singled and Aaron Cunningham bunted the runners over before Kotchman was thrown out at the plate on Michael Brantley's grounder to first base against Clay Rapada.

Cabrera hit a tying RBI single and Jason Kipnis followed with a blooper that fell in just beyond the glove of shortstop Jayson Nix to put the Indians ahead 3-2.

"We battled hard up until the end but we still fell short," Cleveland manager Manny Acta said. "We player better, better baseball today. I really liked the at-bats, especially at the end."

Ubaldo Jimenez (7-6) gave the lead back in the sixth when he allowed a leadoff double by Alex Rodriguez before Cano's drive.

Jimenez allowed four hits, four walks and four runs in six innings while striking out seven. Eric Chavez drove in three runs with a two-run double off Jimenez in the fourth, and an RBI single in the eighth.

Pettitte was working on another good start when he was hurt. He struck out 7 in four innings, and was charged with two runs, only one earned. He has struck out about a batter per inning since returning May 13.

Shelley Duncan hit an RBI double in the second for Cleveland, which has lost a season-high five straight.

"I think today was a good sign," Jimenez said. "We were able to hang in there, the guys were able to score a couple runs. We lost the game, we lost the series but we still have a long way to go."

Yankees general manager Brian Cashman said Sabathia felt a twinge in the muscle on the inside of his left leg in the fourth inning against the Mets. He didn't tell anyone about it until he could still feel discomfort after throwing in the bullpen on Tuesday.

Girardi said the Yankees expect to have Sabathia, who is 9-3 with a 3.45 ERA, back shortly after the All-Star break. Longtime starter Freddy Garcia was expected to return to the Yankees rotation in place of the Cy Young winner, but he had to pitch in the fifth inning, after Eppley and Rapada got the first two outs.

Garcia (2-2) struck out cleanup hitter Jose Lopez to end the fifth, then worked the sixth and seventh. He will be pushed back to make the next start in place of Pettitte, and minor-league right-hander Adam Warren is expected to be called up to make Friday's start.

After a brief stretch in beta followed by some vague teasing, Firefox's native Android app update is finally set to hit Google Play. While there are a raft of bells and whistles -- a new welcome page, curvy Australis tabs, Flash and HTML5 support, for starters -- it's the browser's newfound speed that is getting the MVP treatment. That rapidity is as good a place as any to start a quick hands-on, especially since the native browser lag on one of our older handsets, a Galaxy S, often makes us want to hurl it through a pane of glass. Mozilla claims it built Firefox to a new benchmark it developed called Eideticker, resulting in an overall browser experience twice as fast as the stock Android one. As advertised, initial loading is quasi-instant, and navigation, zooming and tab switching seemed smooth as well, even on the two-gen-old phone.

Feature-wise, preferences and other desktop settings imported easily with Firefox Sync's shared password system, and the unfortunately named "Awesome Screen" is the new home page shown above, from which it's fairly simple to launch your preferred sites. Flash and HTML5 generally displayed correctly despite a few minor rendering bugs, and the curved tabs and other design touches make it one of the more elegant Android browsers we've played with. Unfortunately, many sites display in full because they don't yet detect Firefox as a mobile app, but the installation of the Phony 3.2 add-in lets it impersonate other smartphone browsers, and it seemed to work well. We also didn't like that tabbed browsing now requires two taps to get to another page, unlike the previous version, but we imagine that was needed for the increased speed. Overall, Firefox is a welcome addition to the Android ecosystem -- we bet you're just as eager to start browsing as we are, so stay tuned for the app to hit Google Play later today, or jump past the break for a quick speed demo from the kind folks at Mozilla.

Court says pollution controls can be based on future technologies

Southern California air pollution authorities may require pollution controls based on technologies that do not exist but may be reasonably anticipated, the California Supreme Court ruled unanimously Monday.

The state high court decision was a victory for environmental agencies that set standards intended to spur the development of new, greener technology, though manufacturers warned that consumers may be forced to buy inferior products as a result.

Justice Goodwin Liu, writing for the court, said pollution standards that depend on future advances are permissible as long as the new technology is "reasonably anticipated to exist by the compliance deadline."

The ruling came in a lawsuit brought by paint manufacturers against the South Coast Air Quality Management District, which regulates pollution from sources other than vehicles.

The American Coatings Assn. Inc., challenging standards that limited pollution-causing substances in paints and other coatings, contended that new rules should rely on the best available technology. The regulations that prompted the suit were proposed in 1999, amended in 2002 and required full compliance by July 2006.

The court rejected contentions that the requirements would drive manufacturers out of the Southern California market because they would be unable to reformulate their products quickly enough. It noted that none of the manufacturers had applied for a variance because of an inability to comply.

Jeffrey B. Margulies, an attorney for the paint makers, said some manufacturers stopped selling in Southern California, conceding the market to inferior products.

"Generally, coatings of much lesser quality are being used," Margulies said. "There are instances where people are smuggling coatings into the district because they want the high-performance coating."

Loyola Law professor Daniel P. Selmi, who represented the air district, praised the court for overturning an appeals court ruling that would have limited regulations to existing technology.

"The district's mandate is to obtain health-based air quality standards, and it can't do that unless it is able to adopt rules that force the development of technology," Selmi said. The rules are now in effect, "and the sky hasn't fallen."

The industry group contended the district relied too much on product data sheets, rather than field testing, and overstated the expected breakthroughs in technology. The district insisted its data were reliable and pointed to extensive field and laboratory testing.

"These disagreements do not establish that the district's regulations were arbitrary, capricious, or entirely lacking in evidentiary support," Liu wrote.

Monday's decision ensures the district can continue to create new rules based on technological advances.

"It is going to be a much higher-stakes game in the future as they keep having to reduce emissions, " Margulies said.

1. Financial Strategy Recommendations.?Mayor Michael Grayum proposed his sustainable plan forward to address the financial stability of the City at the June 12^thCity Council meeting.? His plan is intended to be proactive and forge a new path forward towards a prosperous future for our city.? His recommendations were developed after listening to the feedback from the Community Finance Committee, and comments from business owners and citizens at the Town Hall meeting.

The City Council held a workshop on Tuesday, June 19^th?to begin discussing the Mayor?s proposed financial solvency plan.? The Mayor?s proposed plan includes a temporary 6-year property tax levy lid lift to fund the debt service payments for City Hall, Police and Fire facilities, and preserve the 3 firefighters who are currently funded by a SAFER grant.? The temporary levy lid lift will provide the City with time to strengthen economic development and look at other revenue options, including a more cost effective restructuring of our debt, which is currently not an available option.? Although not part of the Mayor?s official proposal, another option put forward for Council consideration was a public safety sales tax which would be used to hire an additional police officer.

The City Council received information regarding the different options available for property tax levy lid lifts.? Additionally, the timeline and documents needed to place a tax measure on the November ballot were reviewed. ?Information documents that were distributed to the Council relating to each of these topics have been posted to the City?s website on a new Financial Strategy webpage.? The workshop continued with each Council member stating their views of the Mayor?s proposal, offering up their own ideas for long-term solutions and future improvements, and voicing support, concerns and questions they had related to the proposed property tax measure.

Council will continue their deliberations on the financial strategy at the June 26^th?City Council regular meeting.? Follow up information will be provided to Council related to the timing and rate of the proposed property tax measure as well as clarification of questions surrounding the ballot title and eligible uses for Real Estate Excise Tax (REET).? 13.??Pierce County Seeks Applicants

The Pierce County Council invites members of the public to apply for positions on the committees that will write ?for? and ?against? statements in the voters? pamphlet about a ballot measure regarding tax increases.? The Council recently voted to put a proposed amendment to the Pierce County Charter on the November 6^th?ballot.? If approved, the amendment would require a two-thirds vote of the Council (five out of seven members) to raise new taxes after January 1, 2013.? Under state law, the Council has the authority to appoint up to three members to each committee.? The Council invites people who want to participate to submit letters of interest by July 2, 2012.? 14.??Intense DUI Crackdown Begins

Law enforcement will be highly visible beginning this weekend as they launch a nearly two-week statewide campaign to remove impaired drivers from the road.? City, county and state police in King and Pierce counties will be targeting roads where motorists are most at risk for being hit by a drug- or alcohol-impaired driver.? More than 25 law enforcement agencies will participate in the stepped-up enforcement, including both counties? dedicated Target Zero DUI teams and two dozen drug recognition experts who test drivers to determine if they are impaired by either illegal or prescription drugs.? Within the last two years, DUI fatalities and serious injuries in King and Pierce counties have been reduced by more than 40 percent through the deployment of Target Zero?s dedicated, full-time officer teams.

Officer teams, including the Washington State Liquor Control Board, will be visiting bars as part of the Home Safe Bar program.? Officers will give bar patron?s cards that can be scanned by a smart phone to call a taxi.? Additionally, taxi chips for members of the military to use to get home will be given to bouncers, bartenders and servers.

17.??Lakewood Station Open for Sounder Service this Fall

Sounder trains will begin service at stations in Lakewood and South Tacoma this fall.? Once open, Sounder will offer service between Lakewood, South Tacoma and Seattle, with stops along the way in downtown Tacoma, Puyallup, Sumner, Auburn, Kent and Tukwila.? Trains have plush seating, outlets for computers, bicycle storage, restrooms and fantastic views.

Sounder trains run Monday through Friday in the morning and afternoons.? There will be five roundtrips between Lakewood, South Tacoma, and Seattle.? Rides from Lakewood and South Tacoma to Seattle will take about an hour and 10 minutes.

19.??Toll Increases Starting July 1^st

New toll rates for the Tacoma Narrows and State Route 520 bridges take effect at midnight July 1^st.? The change reflects the next necessary rate increase approved by the Washington State Transportation Commission to ensure both bridges generate enough revenue to meet construction-related bond payments.? The state Transportation Commission annually reviews traffic and revenue to determine whether new toll rates are needed to cover operational costs and debt payments.? The review process starts in the fall and if new rates are adopted, they are in effect the following July.

Tacoma Narrows:? The?Good To Go!?rate will increase from $2.75 to $4.00, cash tolls from $4.00 to $5.00 and Pay By Mail to $6.00, up from $5.50.

SR 520 Bridge:? Toll rates on the SR 520 bridge will increase 2.5 percent and continue to vary by time of day.? The current peak?Good To Go!?rate of $3.50 will increase to $3.59, and the peak Pay By Mail rate of $5.00 will rise to $5.13.? The toll increase affects all rate levels.
