Uganda's President pleads to end handshakes amid Ebola outbreak

Uganda's president on Monday warned against shaking hands and other physical contact after the first death from the deadly Ebola virus in the capital Kampala.

"The Ministry of Health are tracing all the people who have had contact with the victims," Yoweri Museveni said in a state broadcast, adding that 14 people had died in total since Ebola broke out in western Uganda three weeks ago.

One person who contracted the virus in western Uganda died in Kampala's Mulago Hospital, Museveni said, calling on people not to shake hands to avoid the spread of the virus.

"Ebola spreads by contact when you contact each other physically... avoid shaking of hands, because that can cause contact through sweat, which can cause problems," Museveni said.

"Do not take on burying somebody who has died from symptoms that look like Ebola -- instead call health workers because they know how to do it... avoid promiscuity because this sickness can also go through sex," he added.

Seven doctors and 13 health workers at Mulago Hospital are in quarantine after "at least one or two cases" were taken there, with one later dying, he said.

The latest outbreak started in Uganda's western Kibale district, around 200 kilometres (125 miles) from Kampala, and around 50 kilometres from the border with Democratic Republic of Congo.

The fatal case in Kampala was a health worker who "had attended to the dead at Kagadi hospital" in Kibale, Health Minister Christine Ondoa told reporters.

She is believed to have travelled independently to Kampala -- possibly on public transport -- after her three-month old baby died, Ondoa added.

World Health Organisation (WHO) spokesman Tarik Jasarevic confirmed the death in Kampala, but noted that "so far no infections have occurred" there.

"I appeal to you to first of all report all cases which appear to be like Ebola, and these are high fever, vomiting, sometimes diarrhoea, and with bleeding," Museveni added.

"When you handle this case well you can eliminate Ebola quickly."

According to experts, despite being extremely virulent the disease is containable because it kills its victims faster than it can spread to new ones.

It has a fatality ratio of between 23 and 90 percent, according to the WHO.

Seven people suspected of having the virus have been isolated in Kigadi hospital, Ondoa said.

The nearest death to the capital previously had been in May 2011 in Bombo, 35 kilometres (21 miles) from Kampala, a city of some 1.5 million people.

The rare haemorrhagic disease, named after a small river in DR Congo, killed 37 people in western Uganda in 2007 and at least 170 in the north of the country in 2000.

However, Museveni said that the virus had not been immediately identified this time, resulting in a delay.

"The bleeding which normally accompanies Ebola did not take place initially among these patients," he said, adding that health workers at first did not therefore realise what the problem was.

"Because of that delay the sickness spread."

Health officials said that the source of the outbreak had yet to be confirmed but that the villages affected were located close to forests famous for several species of primates.

"The site where most of the cases occurred are close to Kibale forest where there are a lot of monkeys and birdlife," said WHO representative for Uganda, Joaquim Saweka, adding that "so far the WHO does not recommend any restriction of movement."

Local communities had initially also delayed reporting the outbreak because "evil spirits" had been blamed, said Ondoa.

Ebola is characterised by the sudden onset of fever, intense weakness, muscle pain, headache and sore throat, often followed by vomiting, diarrhoea and in some cases, both internal and external bleeding, according to the WHO.

It spreads by direct contact with the blood or other body fluids of infected persons.

"I wish you good luck, and may God rest the souls of those who died in eternal peace," Museveni added.

Former Ranger is back to coach SVMS volleyball

Jessie Hartman never thought seriously about being a volleyball coach until Lianna Gombert planted the seed.

From what the Smithson Valley coach saw, her former player was born to be in that role. During her four-year career with the Rangers, Hartman displayed leadership qualities and a determination to succeed, Gombert said, and that carried over to Tarleton State.

With Gombert's encouragement, Hartman decided to enter the coaching profession. And she couldn't have picked a better way to make her debut than returning home as Smithson Valley Middle School's seventh-grade volleyball coach.

?Coach Gombert kinda talked me into it,? said Hartman, who received her degree in business. ?She's been putting little whispers in my ear the past few years. Last year, I started leaning that way. It's just natural me to go into coaching.

?I think the thing that made me decide was the impact my coaches had on me and my fellow teammates. If you work you reap what you sow and it feels good at the end of the day. If I can help younger players feel that good and grow as a person it will feel great. I hope I can give them some motivation.?

Gombert has no idea her former player will do just that.

?Jessie is a positive young lady,? Gombert said. ?She has great presence and is a good role model. So many of my former players and current players look up to her. I knew she had a lot to offer as a coach. She's going to do a wonderful job.?

Hartman is eager to start. She's getting to know some of the girls this week during Smithson Valley's volleyball camp and already likes what she sees. There's other reason for her to be excited. Older sister Ali Baugh is also coaching at the middle school.

?It's exciting coaching together,? said Hartman, who will be teaching youth leadership. ?I'm excited about working with Coach (Wayne) Rushing (at Smithson Valley Middle School). He's my type of coach.?

Hartman has another advantage, along with the skills and passion for volleyball: She can relate to the players since her volleyball career also began in Smithson Valley's system.

She believes that grooming period is what propelled her to the college ranks. Now, she wants to return the favor.

?Coach Gombert is the best,? said Hartman, who was a member of Gombert's first team at Smithson Valley. ?She had me so prepared when I went to Tarleton. She not only teaches you to be a good player, but she teaches you to become a stronger young lady.

?What more could you want from a coach than to have someone who will lead you the right way. She gave a strong basis to start. I can't imagine not having her as my coach. I probably wouldn't be coaching.?

Tarleton was also a valuable experience for Hartman. The TexAnns missed out on winning a Lone Star Conference title during her time, but they were competitive, including this past season where they finished third in the LSC tourney after entering as the fifth seed.

In addition, the former Smithson Valley player stood out as a four-year starter. She became team captain and etched her name in the Tarleton record books for assists (3,268) and most games played (491).

?I loved everything about Tarleton,? said Hartman, who earned All-LSC Tournament honors this past season. ?It was similar to Smithson Valley because there was so much support and the athletic community was so close.

?Breaking the assist record was so cool. I went there and told myself I was going to break that record. I made that my goal. It was a great time. I learned a lot more about being a leader.

?To me if you can lead and motivate your team as a player you can be a coach. That goes hand-in-hand.?

The book will form the basis of a national education curriculum for students aged six years and older in Hong Kong schools in the coming year, aimed at engendering what officials call a sense of national pride and belonging towards China.

"We don't want our child to be fed this material," said P.S. Ho, who joined the protest along with his wife and four-year-old daughter. "If the initiative continues without changes, maybe we will change schools later or immigrate to another country."

Parents with children in strollers, secondary school students and activists joined the rally on a sweltering afternoon, carrying placards with slogans such as "We don't need no thought control".

Organizers said 90,000 people took part, though police estimates put the turnout at 32,000.

It was the latest in a series of mass protests and gatherings in Hong Kong in recent months, including a July 1 demonstration that drew some 400,000 people demanding improved governance, full democracy, and less interference from Beijing.

"Parents are concerned. We don't want them to brainwash our children's minds," said Linda Wong, a member of a parent concern group and a mother of one.

While the booklet touches on some negative aspects of contemporary Chinese history including unfair land grabs by corrupt officials and a toxic milk powder scandal, it makes no mention of the June 4, 1989 crackdown on pro-democracy protesters in Beijing's Tiananmen Square.

It also describes the U.S. political system as having "created social turbulence" and harmed people's livelihoods.

"This material is given to elementary school students. They don't have the independent thinking capabilities to judge for themselves," said Joseph Wong, 19, a member of a youth activist group.

Hong Kong officials rejected the suggestion they were planning to introduce Chinese-style propaganda, saying the "China Model" booklet was only a guide.

They responded to the protesters' concerns by saying a "broadly representative" committee would be formed to monitor the scheme after its implementation in the coming few years, before deciding whether it becomes a mandatory course or not.

"We definitely would not want to see any so-called brainwashing type of education from happening. If that indeed happens, which we do not believe will happen...we would be the first one to come out to condemn such a situation," said Lee Chack-fan, chairman of a group tasked with drafting the guidelines for the national education scheme.

(AP) ? President Barack Obama is reaffirming U.S. ties with Israel, upstaging Mitt Romney one day before the Republican challenger visits Jerusalem.

The White House says Obama will sign legislation Friday that expands military and civilian cooperation with Israel. The bill passed by voice vote in the House last week. The bill reiterates U.S. support for a negotiated two-state solution in the Israeli-Palestinian conflict.

Romney is a critic of Obama's policy toward Israel. He will arrive in Jerusalem on Saturday as part of an overseas trip that includes Britain and Poland.

The White House subtly injected itself into Romney's trip on Thursday after Romney caused a stir by calling London's problems with Olympics preparation "disconcerting." White House spokesman Jay Carney said Obama "has the utmost confidence" in Britain's ability to host the games.

Obama planned to continue competing with Romney for attention during the opening ceremonies of the Olympic Games, which Romney was scheduled to attend while in London.

The Obama campaign was airing an ad for American audiences during the opening ceremonies featuring Obama promoting his middle-class political pitch.

"I believe that the way you grow the economy is from the middle out," Obama says in the ad, echoing a standard campaign refrain. "I believe in fighting for the middle class because if they are prospering, all of us will prosper."

With the ad, Obama guarantees himself a presence during opening ceremonies despite the free media Romney might get by being there in person.

(AP) ? Welcome to Britain! The line forms to the right. Here are some tips for Olympic visitors hoping to get the most out of their experience.

WHEN IN DOUBT, QUEUE

For many visitors, their first experience of the great British tradition of lining up will be at Heathrow Airport. Europe's busiest air hub has been making headlines over the past few months for its long waits at immigration. Officials promise the problem has been fixed for the games, but ? fear not ? visitors will have plenty of other opportunities to stand in line at post offices, bus stops, subway stations and the entrances to the Olympic Park.

British lines are usually orderly, often elaborate and full of gallows humor. Be patient and don't try to barge ahead ? all attempts at queue-jumping will be met by glares and furious tut-tutting.

DON'T LIKE THE WEATHER? WAIT FIVE MINUTES

Britain is an island nation ? "this precious stone set in the silver sea," as Shakespeare put it.

Silver, but also stormy. The country's famously fickle climate has caused pre-Olympic misery, as the wettest June and early July on record caused floods, disrupted transit and forced the cancellation of sports events.

This week, sun and heat have appeared, causing heat-buckled pavements and trains delayed by overheated rails.

Britons have learned to cheerfully accept that all forms of weather are bad news. It's best to prepare for the worst and treat the weather as a useful conversation-starter ? though once on the topic, many Britons find it hard to stop.

And heed the advice of Olympics chief Sebastian Coe: "People do need to be wearing the right footwear, the right rain-proof clothing ? and sunscreen."

DRIVE ON THE LEFT, STAND ON THE RIGHT

British cars drive on the left, which can provide a potentially lethal surprise to visitors not from Australia, Japan, or the other handful of countries that do the same. When walking, remember your mother's advice and look both ways before you cross the street.

In London Underground stations, the same rule applies: keep left while moving. This is especially important on escalators ? nothing annoys commuters more than tourists blocking their progress. If you remember only one thing about London etiquette, let it be this: stand on the right side of the escalator, walk on the left.

GET A ROUND IN

Britons take great pride in their sense of fair play. Many visitors will encounter it in pubs, where each member of a group is expected to take a turn buying a round of drinks for everyone. Buying a drink only for yourself is considered exceptionally rude.

TIP MODESTLY

American visitors are advised to pare back the amount they tip for services in Britain. In restaurants, it's customary to add 10-15 percent to the bill. In pubs where you order and pay at the bar, tipping is unnecessary.

Many locals do not tip taxi drivers ? although visitors will find that London's famous cabbies possess a detailed knowledge of the city that often comes in handy. Any tip will be gratefully received.

ACCEPT SLIMMED-DOWN PORTIONS

Like tips, restaurant portion sizes are often smaller in Britain than in the United States and some other countries. Two U.S. diners at London's Oxo Tower restaurant were recently heard remarking about their tiny portions and the sizable prices.

"Meals are definitely bigger and cheaper in Texas," one man remarked as a waiter brought him three small venison slices with a squirt of puree.

AVOID EYE CONTACT

In common with many big-city residents, Londoners scrupulously avoid acknowledging strangers on the street. This is especially true on crowded buses and subways.

Exceptions: Buses, trains and subways full of people who have had a few drinks will often be full of boisterous but generally friendly banter. And during travel disruptions, camaraderie will triumph over social awkwardness, unleashing a latent "Blitz spirit" that can be unexpectedly jolly.

ENJOY THE WORDPLAY

North American visitors will quickly learn that many common, everyday items have different names in Britain ? fries are chips, a sidewalk is a pavement, pants are trousers and underwear is pants.

"Pants" is also slang for bad, rubbish, lame ? just one example of the delight Brits take in coining new words and phrases.

The Olympics has added a trove of new phrases. They include jubilympics ? the period from the queen's Diamond Jubilee in June through the Olympics, which end Aug. 12 ? and omnishambles, a word first applied to government screw-ups that has been used to describe the crisis-prone buildup to the games.

YES, THAT MAN REALLY IS THE MAYOR

Above all, Britons love an eccentric. That may explain the popularity of London Mayor Boris Johnson, a disheveled, bicycle-riding, Latin-spouting figure with a shock of blond hair who was re-elected to a second four-year term in May.

Johnson's behavior at Friday's opening ceremony is one more unpredictable element in an evening of surprises. Bookmaker William Hill is offering odds of 33-1 on the mayor accidentally setting his hair on fire with the Olympic flame.

Guo Jinlong, Beijing Mayor, Set For Promotion Amid Flood Scandal

BEIJING -- Beijing's mayor is apparently still on track to be promoted to China's powerful decision-making body despite public questioning of the city government's handling of floods that left at least 37 dead.

Mayor Guo Jinlong and one of his vice mayors resigned, state media reported Wednesday, in what is likely a routine reshuffling. The announcement came as more rain was forecast to hit Beijing and amid signs that the death toll from last weekend's storms could jump higher.

Saturday's massive flooding was a major embarrassment for China's capital, which spent billions of dollars modernizing the city while apparently neglecting its drainage systems.

State media, analysts and China's online community have piled on criticism of the city's handling of the crisis and its lack of preparedness.

Saturday's heavy rain was unusual in normally dry Beijing. On Wednesday evening, more heavy rain fell on the capital as forecast by the Beijing Meteorological Bureau, which warned of possible flash flooding and mudslides in the capital's mountainous outskirts, including already hard-hit Fangshan.

Beijing traffic police issued a notice on its website advising residents to avoid traveling far and to try to use public transport as much as possible, to reduce congestion. The Beijing water authority posted on its microblog a map of the city with flood-prone areas marked out and suggested traffic routes to avoid them.

Concerned about the potential havoc that might be caused by the heavy rain, some people left work earlier than usual. There were no immediate reports of flooding.

Outgoing Mayor Guo had already been tapped for a promotion to the city's top position as Communist Party secretary, so his resignation was not unexpected.

Though his promotion appears to be moving forward, the storm and its fallout are a taint on him and his mentor and ally President Hu Jintao. As Beijing's party secretary, Guo is almost certain to be named to the powerful 25-member Politburo at a party congress later this year.

The official Xinhua News Agency said Wang Anshun, a Beijing city official since 2007, was appointed acting mayor.

One of Guo's vice mayors, Ji Lin, also resigned. State media reported earlier that Ji had taken up a position as head of the city's Political and Legal Committee.

On Wednesday, China Central Television showed new amateur video of the deadly flash flood that hit the rural community of Fangshan on Saturday, with pictures of a high river of brown water roiling through the small town's streets with enough force to push cars along.

Xinhua quoted the top official in the hardest-flood-hit district as saying their fatality and injury figures were still preliminary.

"Fangshan has suffered major losses, and the numbers are still in the process of being compiled," district head Qi Hong told reporters Tuesday, according to Xinhua. The district's fatality figures were never separately released but incorporated in the overall city toll.

The Beijing News reported online that Li Shixiang, head of the Beijing government committee set up to deal with the disaster's aftermath, told members at their first meeting Wednesday that updated information about the missing and dead would be released "in due time."

At the 1912 Summer Olympics in Stockholm, American Walter Winans took the podium and waved proudly to the crowd. He had already won two Olympic medals?a gold for sharpshooting at the 1908 London Games, as well as a silver for the same event in 1912?but the gold he won at Stockholm wasn?t for shooting, or running, or anything particularly athletic at all. It was instead awarded for a small piece of bronze he had cast earlier that year: a 20-inch-tall horse pulling a small chariot. For his work, An American Trotter, Winans won the first ever Olympic gold medal for sculpture.

For the first four decades of competition, the Olympics awarded official medals for painting, sculpture, architecture, literature and music, alongside those for the athletic competitions. From 1912 to 1952, juries awarded a total of 151 medals to original works in the fine arts inspired by athletic endeavors. Now, on the eve of the 100th anniversary of the first artistic competition, even Olympics fanatics are unaware that arts, along with athletics, were a part of the modern Games nearly from the start.

?Everyone that I?ve ever spoken to about it has been surprised,? says Richard Stanton, author of The Forgotten Olympic Art Competitions. ?I first found out about it reading a history book, when I came across a little comment about Olympic art competitions, and I just said, ?what competitions??? Propelled by curiosity, he wrote the first?and still the only?English-language book ever published on the subject.

To learn about the overlooked topic, Stanton had to dig through crumbling boxes of often-illegible files from the International Olympic Committee archives in Switzerland?many of which hadn?t seen the light of day since they were packed away decades ago. He discovered that the story went all the way back to the Baron Pierre de Coubertin, the founder of the IOC and the modern Games, who saw art competitions as integral to his vision of the Olympics. ?He was raised and educated classically, and he was particularly impressed with the idea of what it meant to be a true Olympian?someone who was not only athletic, but skilled in music and literature,? Stanton says. ?He felt that in order to recreate the events in modern times, it would be incomplete to not include some aspect of the arts.?

At the turn of the century, as the baron struggled to build the modern Olympics from scratch, he was unable to convince overextended local organizers of the first few Games in Athens, St. Louis and Paris that arts competitions were necessary. But he remained adamant. ?There is only one difference between our Olympiads and plain sporting championships, and it is precisely the contests of art as they existed in the Olympiads of Ancient Greece, where sport exhibitions walked in equality with artistic exhibitions,? he declared.

House GOP rejects Obama plan for offshore drilling

WASHINGTON (AP) ? In an election-year swipe at President Barack Obama's energy policies, the Republican-led House has voted to revoke the president's five-year plan for offshore drilling, replacing it with its own plan calling for more ambitious oil and gas development off the U.S. coast.

The legislation will likely go nowhere in the Senate and the White House has issued a veto threat, but as with the tax and regulatory bills the House is also taking up this month, it puts lawmakers on the record on the issues that divide the two parties.

Republican Doc Hastings of Washington state, who chairs the Natural Resources Committee, said the bill offers lawmakers a choice between Obama's restrictive plan and the far more expansive Republican version which opens up drilling along the Atlantic and California coasts.

Notification centerNotification center
When the iPhone received the iOS 5 update, it killed popup notifications once and for all. Now, all the happenings on your phone ? including text messages, emails, and social network updates ? appear in a slick pull-down menu. With Mountain Lion, your Mac gets the same treatment.

You can customize your notification center to show updates for various applications including Facetime and Game Center, as well as calendar reminders and new email messages. You can even choose to post to social networks like Twitter or Facebook right from the notification window. The new feature is certainly convenient, but it also somewhat negates the need to browse the web in the same way you used to now that your Mac is so mobile-minded.

Dictation
The Siri virtual assistant on the iPhone 4S is extremely helpful for finding information and composing short messages without having to physically interact with your smartphone, and while the full Siri experience isn't included in Mountain Lion, the voice dictation feature is making the leap to your Mac.

Using Dictation allows you to write notes, compose emails, and reply to chat conversations simply by speaking whatever it is you want to type. The benefits of using such an option on a mobile device are quite obvious ? you can probably speak faster than you can press the tiny virtual keys anyway ? but we can't help but wonder how many people will actually use it on their Macs, where your full keyboard is laying right in front of you.

Social network integration
In the same way that iOS 5 made everything on the iPhone instantly shareable via Facebook and Twitter, Mountain Lion allows you to push practically anything on your screen to your social network of choice. Find a web page your Twitter friends would enjoy, or a photo that you want to plaster on your Facebook profile? There's built-in buttons to do just that.

Built-in Facebook integration

You can effectively update your social accounts without ever actually visiting your own profile page, which may cause a bit of a disconnect for users who frequently post, but rarely check replies.?Built-in Twitter functionality is ready to go right now, while Facebook fanatics will have to wait a couple months before their favorite social network is added to Mountain Lion.

iCloud
The introduction of iCloud was big news for iPhone users who wanted to sync things like reminders, and documents over multiple devices. With Mountain Lion, that same effortless syncing comes to Mac. With iCloud, your information remains constant over all your devices, meaning you can do things like update your iPhone's calendar, notes, and contacts right from your desktop or MacBook.

iMessage
In the texting age, mobile messaging is a feature used daily by millions of people, and with the introduction of iMessage for Mac, Mountain Lion lets you chat with your iPhone-equipped compadres without ever touching your mobile device.

iMessage
Once you sign in to iMessage on your Mac, you can send chat messages to anyone equipped with an iPhone or iPad. And rather than pecking away at tiny touchscreen keys, you can rest your fingers on your Mac keyboard instead. Of course, while the ability to text from your laptop or desktop is convenient, the feature only lets you communicate with others who are using iMessage-compatible devices, which as of now are limited to the iPhone, iPad, and iPod Touch running iOS 5.

So what does the future hold, now that mobile and computer-based operating systems seem destined to collide? It's hard to say. If Apple's current trend of introducing new features on iOS before moving them to OS X continues, we need only to look to iOS 6 to know what the next version of Mac software will have to offer.

7 mistakes leaders make when setting goals

One organizational area that tends to tie a company in knots is the way leaders set goals. Most managers struggle to find the right balance between being too tough or too easy ? and when they overcompensate either way it can cause unintentional complexity.

A number of years ago my colleague Robert Schaffer identified the seven deadly sins of goal-setting, all motivated by the desire to avoid uncomfortable confrontations. As you read the descriptions of these ?sins," ask yourself if you recognize any of them in your own dealings with subordinates (or interactions with your boss):

  1. Backing away from tough expectations: You spend more time negotiating the goal downward than in figuring out how to achieve it.
  2. Engaging in charades: You and your people know from the beginning that the goal is just an exercise to convey the appearance of progress, but there?s no hope of achieving it.
  3. Accepting seesaw trades: When your people take on one goal, they are relieved of another one.
  4. Setting vague or distant goals: The time frame is not explicitly defined or set too far into the future, so no one takes it seriously.
  5. Not establishing consequences: You don?t really differentiate between those who successfully achieve goals and those who do not.
  6. Setting too many goals: By assigning an overabundance of objectives you allow subordinates to pick and choose the goals that they either want to do or find easiest to do ? but not necessarily the ones that are most important.
  7. Allowing deflection to preparations, studies, and research: You allow people to spend time planning instead of committing to a real goal.

All of us fall into these traps. Here?s a quick illustration: Say Yes to Education is a non-profit organization that promises a college education to economically disadvantaged students if they can successfully make it through high school. To help kids realize this promise, Say Yes assigns a three-person team (a learning specialist, a social worker, and a program manager) to each targeted group of students with the expectation that they will create a holistic plan for improved achievement.

While this method may sound fine on paper, making it happen is another story. For example, while the Say Yes teams in Harlem were working incredibly hard, somehow their efforts were not adding up to adequate results in the classroom. But when the president and EVP of Say Yes tried to push the teams to improve measurable outcomes, they heard many ?deadly sin? responses. One team employed the seesaw-trade excuse: ?Sure we can spend more time on the after-school program, but we?ll have to work a lot less with parents.? And another team pushed back with a vague timetable, arguing that the depth of the problems at the school meant much more time was needed before they could see results.

As the Say Yes leaders heard more of these responses, they began to realize that the teams were spinning their wheels partly because they had not given them a clear, compelling goal.

With that insight, the Say Yes leaders asked each Harlem-based team to formulate one clear, result-oriented goal that could be achieved in 100 days. And unlike past ?requests? it was made clear that coming up with this goal ? and executing it ? was non-negotiable.

Once the gauntlet was laid down, the teams not only responded positively, but also actually raised their games in creative ways. For example, one team helped a fourth grade class to raise reading scores by one grade level in the next 100 days. Another team improved the English-language skills of a group of parents, which was key for their children?s academic performance. And another improved the public presentation skills of a middle-school class so that they could better apply to specialized high schools.

The Say Yes staff reported improvements in their own skill-sets as well. As one team member said, ?Focusing on one goal and doing it well as opposed to having several goals with minimal outcomes has been a significant learning for us.?

For the leadership at Say Yes, the lesson was simple: Setting specific goals in a clear and compelling way ? and insisting that people work together to achieve them ? is the best way to get results.

UK PM's ex-aide to face charges in phone-hacking scandal

LONDON -- Prime Minister David Cameron's former communications chief and?Rupert Murdoch's former British newspaper boss are among eight people who face charges?in a phone-hacking inquiry that has shaken the British establishment, prosecutors said Tuesday.

Andy Coulson, who was Cameron's communications chief from 2007 until January 2011, and Rebekah Brooks, who was courted by a succession of prime ministers including Cameron in her role as Murdoch's U.K. newspaper chief, would be charged with offenses linked to the hacking, Alison Levitt QC, the principal legal?adviser?to the director of British Public Prosecutions, said in a statement.


The alleged offenses were committed when both were editor of the News of the World newspaper, the Sunday tabloid that Murdoch was forced to close last July amid public revulsion at the phone-hacking revelations.

Others being charged are senior tabloid journalists Stuart Kuttner, Greg Miskiw, Neville Thurlbeck, James Weatherup and Ian Edmondson.

Private investigator Glenn Mulcaire is also among those being charged.

Levitt said that for the eight people facing charges, she had concluded that "there is sufficient evidence for there to be a realistic prospect of conviction in relation to one or more offenses."

In her statement, Levitt named a number of celebrity victims of alleged phone hacking, including Brad Pitt, Angelina Jolie and Jude Law. Other alleged targets of hacking included British teenage murder victim Milly Dowler and?Lord Frederick Windsor, the son of Prince and Princess Michael of Kent, Levitt said.

Embarrassed politicians
The scandal has rocked Murdoch's News Corp., put the notoriously aggressive press under the spotlight and embarrassed senior politicians, including Cameron, over their often cozy ties with the Australian-born businessman.

Brooks had already been charged with conspiracy to pervert the course of justice, accused of hindering the police investigation into phone hacking and corruption by staff at his British tabloids.

The detective leading the hacking inquiry said earlier a parallel investigation into corrupt payments by journalists would be extended beyond Murdoch's British newspaper business to other publishers.

Since January last year, police have been working with Murdoch's News International, part of News Corp., to uncover wrongdoing among its staff over allegations journalists illegally accessed mobile phone voicemail messages.

That inquiry has since been expanded to look at corrupt payments to public officials and allegations of computer hacking.

News International has been particularly hit by the repercussions. Murdoch abandoned a bid to acquire the whole of the lucrative pay-TV group BSkyB, which would have been the biggest deal in News Corp.'s history. He also closed down the 168-year-old News of the World Sunday tabloid.

UK police criticized
Police have been widely criticized for their failure to come to grips with the hacking issue when it first emerged nearly seven years ago. Police repeatedly ignored crucial leads and dismissed new evidence, claiming that phone hacking was a limited practice affecting only a handful of people.

Rupert Murdoch not 'a fit person' to run major company, UK lawmakers say

Deputy Assistant Commissioner Sue Akers said investigators?had notified 2,615 people who might have had their phone hacked, of which 702 were likely to have been victims.

The investigations have led to more than 60 arrests including dozens of current and former journalists, some of whom held senior positions at News International titles.?
